GTA developments 2026–2028 tracker cover

At a glance: most “coming soon” claims are proposals. This tracker only lists projects with an official source, and it says exactly how far each one has got. A building permit is the strongest signal. Council approval is a permission, not a start date.

Checked on 3 October 2026. Updated monthly.

How to read a project’s stage

StageWhat it meansSignal that it gets built 2026–2028
Proposed / applicationA landowner has asked for permission. It can be refused, cut down or take years.Low
Council or Tribunal approved (official plan / zoning)The use and height are permitted. No guarantee anyone builds soon.Medium
Provincial zoning order (MZO)The Province has zoned it directly, often at transit stations.Medium
Site plan approvedDetailed design is signed off. Financing and sales usually come next.Medium–high
Building permit issued / under constructionConstruction is legally allowed and usually underway.High

If you are buying near a project, the stage tells you how much weight to give it. If you are a business owner, a permit-issued tower nearby means new customers in two to four years; an application means maybe.

The tracker: strongest projects by stage

Sorted from strongest signal (permit issued, under construction) to approved but not started.

Transit that is open vs. under construction

  • Open: Line 5 Eglinton (Feb 2026) and Line 6 Finch West (Dec 2025).
  • Under construction, no official opening year: Ontario Line, Scarborough Subway Extension, Eglinton West extension, Yonge North Subway Extension, Hazel McCallion LRT and the GO extension to Bowmanville.
  • Under construction with published windows: the Durham-Scarborough rapid bus in Ajax and Pickering (2025–2028).
  • Highway 413: construction started (Ontario 2026 Budget).

Ads that promise a “subway opening in 2028” are not quoting an official date. Ask for the source.

How serious buyers use this

  • Resale near a permitted project: expect 2–4 years of construction disruption, then new amenities and more competition from new units. Price both into the decision.
  • Pre-construction: a project inside an approved transit community still needs a builder licence, a deposit plan and an occupancy date you can live with. Read the pre-construction guide.
  • Commercial: new towers with podium retail need tenants. Grocery, daycare, clinic and food operators can negotiate early. See mall and plaza redevelopments.
  • Land and plazas: older plazas near approved transit stations are where rezoning pressure is highest. Valuation depends on the lease roll and zoning, not just land size.
No price forecasts here. A project’s effect on nearby values is not guaranteed.
